FLSA Status: Exempt

Salary Range: $95k-$110k

 

2. Position Summary

The FSO Centralized Payroll Manager serves as the internal Roofing Corp operational leader responsible for managing the enterprise-wide centralized payroll function under the Operation OneRoof program.

This role ensures the successful operation of a standardized payroll model leveraging Oracle HCM Payroll, Oracle Time & Labor, and integrated third-party systems including ADP and benefits providers. The role oversees the full payroll lifecycle—from time capture and payroll calculations through validation, payment execution, and financial integration.

The position acts as the central coordination point between business units, HR teams, system administrators, payroll vendors, and finance stakeholders to ensure payroll operations are accurate, compliant, and executed on schedule.

The FSO Centralized Payroll Manager will initially help drive payroll standardization, establishing enterprise payroll governance, and ensuring the centralized payroll model supports operational scalability across Roofing Corp’s growing portfolio of business units.

 

3. Key Responsibilities

Centralized Payroll Execution, Validation, Reporting, Compliance and Issue Resolution

Lead the centralized payroll operations responsible for processing weekly payroll across all participating business units.
Lead payroll validation activities prior to payroll finalization.
Oversee payroll reporting and reconciliation activities.
Coordinate payroll payment execution with payroll service providers.
Manage weekly 401k contributions ensuring timely processing to be compliant.
Serve as the enterprise payroll liaison for all business units.
Partner with system owners and implementation teams to ensure payroll data flows correctly across the enterprise technology ecosystem.
Responsibilities include:

Coordinating RCA Business units’ submission of payroll on a weekly basis.
Initiating payroll calculations within Oracle HCM Payroll.
Starting the import to bring in the time entry data to Oracle OTL.
Managing payroll schedules across multiple business units and time zones.
Ensuring payroll calculations are completed on schedule and aligning with the standardized payroll calendar.
Running payroll validation and exception reports.
Reviewing payroll anomalies and identifying employees not receiving expected payments.
Coordinating corrections with HR and business unit representatives.
Performing rollback or reprocessing of payroll runs when necessary.
Reviewing, validating and resolving errors and copying the Business Units’ representatives for review.
Serving as the escalation point for payroll discrepancies identified during payroll processing.
Running Payroll activity reports.
Completing Gross-to-net payroll reconciliation.
Validating and processing 401k weekly contributions within the 401k PDM platform ensuring accuracy within the 7-day requirements.
Providing required payroll data and audit reports needed for annual 5500 reporting.
Ensuring payroll processing meets regulatory requirements, internal financial controls, and audit standards.
Running deduction, internal compliance and statutory reporting.
Completing Payroll costing and financial reconciliation.
Obtaining appropriate sign off on the reports.
Ensure payroll costing and employee demographic data are accurately integrated to support financial reporting.
 

4. Required Qualifications

Minimum qualifications required for the role:

Education

Bachelor’s degree in Finance or similar, or equivalent experience
Experience

5 years of experience in Payroll processing
Experience with Oracle Fusion Cloud HCM
Skills

Strong working knowledge of FLSA, Federal/State Wage and Hour Laws, and Multi-State Tax Regulation including the Davis-Bacon Act and State Prevailing Wage Laws.
Strong analytical and problem-solving abilities

Excellent written and verbal communication
Ability to manage multiple priorities
Proficiency in Microsoft Office or relevant systems
Analytical Skills: Excel proficiency (must be able to perform VLOOKUPs and Pivot Tables)
